During its meeting on Wednesday 30 August 2023, Luxembourg's Government Council (Cabinet) approved the use of the Nutri-Score logo on bulk foodstuffs and dishes served in collective canteens.
Luxembourg's Ministry of Agriculture, Viticulture and Rural Development explained in a press release that the Nutri-Score logo provides information on the nutritional quality of foods. Since 2021, Luxembourg has applied the use of the Nutri-Score logo in accordance with the provisions of Santé Publique France, which is at the origin of this logo. Since France has published a new version of the rules of use concerning the Nutri-Score logo, the first objective of this new draft Grand-Ducal regulation is to align Luxembourg legislation in this area and to replace Annex I of the Grand-Ducal regulation of 7 May 2021.
The second objective of this draft regulation is to extend the scope of the Nutri-Score to foodstuffs sold in bulk in the form of pilot projects. In this way, food business operators can voluntarily test the application of the Nutri-Score for this type of food.
The new regulation will thus allow operators of collective canteens who wish to affix the Nutri-Score logo to their dishes and menus to test the functioning of the Nutri-Score system during a transition phase according to the same logic as that used for prepackaged products. In practice, operators will be obliged to affix the Nutri-Score logo to each dish offered for consumption in the establishment participating in the project. The pilot projects must also be notified to the Luxembourg Veterinary and Food Administration (ALVA), which will monitor their proper application.
Moreover, the regulation grants Luxembourg's Minister of Agriculture, Viticulture and Rural Development the competence of Nutri-Score and takes into account the food law reform carried out in 2022. The proper use in the Grand Duchy of the Nutri-Score logo is controlled by ALVA, under the authority of the Ministry of Agriculture, Viticulture and Rural Development.
According to Luxembourg's Minister of Agriculture, Viticulture and Rural Development, Claude Haagen, once in force, this Grand-Ducal regulation will make it possible to extend the optional use of the Nutri-Score logo and to get closer to consumers.
